Hakodate's street rail began in 1897 with a horse-drawn tramway, which was electrified in 1913 as the first streetcar line in Hokkaido. Over the century since, the network peaked at nearly 18 km before shrinking to the roughly 11 km and two routes that run today. In 1993 a restored 1918 tram, the Hakodate Haikara-go, returned to the streets for summer runs, and in 2016 the Hokkaido Shinkansen reached Shin-Hakodate-Hokuto, where travelers change to the Hakodate Liner to ride into the city.
